A “soundboard” application is an application that allows you to assign an arbritary audio file to a button on a GUI, then be able to play that sound on pressing that button

I don’t know what a «soundboard» is, but have a look at LMMS.

Might not be exactly what you are looking for, but there is Freewheeling:

It’s designed as a looper, but the essential idea is that each key on your keyboard can be a sample.

Hydrogen will fit Mez’s description of a soundboard, other drum machines and sample players may work for this but I’ve found hydrogen has a reasonably intuitive interface.
‘Drums’ visible in the mixer are mapped to both midi notes and keys on your alphanumeric keyboard, and placing the sound samples you wish to trigger as custom ‘drums’ should achieve the required results.
I suspect the term ’soundboard’ is somewhat overloaded as it also means mixing console to a lot of people.
